Place 1 Councilmember

James D. Fowler is the City of Schertz Place 1 Councilmember. Elected in May 2006, he is the Council Liaison to the Schertz Economic Development Corporation, the Parks and Recreation Board, and Federal Housing Authority in Schertz.

Councilmember Fowler retired from Johnson Controls World Services, Brook Army Medical Center (BAMC), in June 2001. He spent 40 days in China teaching conversational English to middle and high school teachers, followed by nine months as a Mission Service Corp Volunteer at the First Baptist Church of Schertz as a church administrator. He accepted a Mission Service Corp position at the Hispanic Baptist Theological School (now Baptist University of Americas), where he served from June 2002 to June 2011. He served as a volunteer Project Manager and now serves on the university’s advisory council. Currently he also serves as a volunteer with the San Antonio Baptist Association as their Local Mission Coordinator. That is coordinating between various San Antonio Baptist churches needs and mission groups coming to San Antonio wanting to do various type of projects from construction to back yard bible studies.

The 23-year Air Force officer earned a Bachelor of Science in electrical engineering at the University of Wyoming, and a Master of Business Administration in project management and production systems, through the West Coast University in Los Angeles. In 2011, while serving as the BUA volunteer project manager he also earned a BA in Biblical Theology. His military assignments included tours in Kansas, California, Tennessee, Washington D.C., Texas, Newfoundland, and Tripoli, Libya.

Born in Mineola, Texas, he and his wife Patsy have been married since 1959. They have three sons (Karl, Project Manager at Columbus AFB, Miss.; Paul, a research manager for Post Dramatic Stress Disorders (PDSD); and Philip, a wiring technician at BAMC) and has two granddaughters and two great grand children.

Mr. Fowler is active in his church, Cibolo Valley Baptist, serving in a variety of positions, and he enjoys golf, astronomy, and fishing.
