Before TxDOT can release the FM 1103 expansion project for construction, the City of Schertz must relocate the existing water and wastewater lines that are in conflict with the planned roadway and drainage improvements.
Phase I of the utility relocation project was awarded to D. Guerra Construction on April 9th, 2019 and the Notice to Proceed was issued on July 29th, 2019. Construction began in August 2019 and was substantially complete in May of 2020.

Phase II of the utility relocation project was awarded to M&C Fonseca Construction on August 11th, 2020. The Notice to Proceed was issued for September 14, 2020 which is also the date the contractor plans to mobilize and being work. Phase II of the project is slated to take approximately 60 days to complete.
