The Texas Department of Transportation (TxDOT) will conduct an Open House to discuss two (2) proposed projects to improve intersections and frontage roads in the City of New Braunfels and Comal County, Texas on I-35 from FM 1103 to the Guadalupe River, and from the Guadalupe River to the Comal/Hays County Line. The Open House will be held on November 15, 2017 in the cafeteria at Canyon High School located at 1510 I-35, New Braunfels, TX 78130 from 5:30 p.m. to 7:30 p.m. The Open House will have no formal presentation and attendees can come-and-go at their convenience.

The purpose of the Open House is to present the planned improvements to the public and gather public input on the proposed projects. Study team members, as well as staff from TxDOT, will be on hand to discuss the proposed projects and answer questions.

The projects are proposed to improve traffic operations at intersections, frontage roads, and ramps along I-35. Both projects include roadway widening, intersection reconfigurations, bridge realignments, and ramp revisions that are being proposed to improve traffic flow throughout the project area.

The southern I-35 project limits are from FM 1103 to the Guadalupe River, a project distance of approximately 9.25 miles. The proposed project would include operational improvements to seven intersections along I-35 within the project limits, and would require approximately 2.6 acres of right-of-way. Portions of the project are within the 100-year floodplain and involve improvements over four stream crossings; coordination with the U.S. Corps of Engineers would be required where structures could have potential impacts to Waters of the U.S.

The northern I-35 project limits are from the Guadalupe River to the Comal/Hays County Line, a project distance of approximately 9.5 miles. The proposed project would include operational improvements to six intersections along I-35 within the project limits, includes the addition of one new-location, grade-separated intersection, and would require approximately 5.3 acres of right-of-way. The project would convert current two-way frontage road movements to one-way, which includes frontage roads north of Kohlenberg Road/Conrads Lane to the county line. Portions of the project are within the 100-year floodplain and involve improvements over ten stream crossings; coordination with the U.S. Corps of Engineers would be required where structures could have potential impacts to Waters of the U.S.

All interested citizens are invited to attend this Open House. Written comments from the public regarding both projects are requested and may be presented for a period of 15 calendar days following the open house. Written comments may be submitted in person, by mail, or email to the TxDOT San Antonio District, Richard de la Cruz, P.E., TxDOT Project Manager, 4615 NW Loop 410, San Antonio, Texas 78229-5126 or I-35Comal@pozcam.com. Written comments must be postmarked by November 30, 2017, to be included in the official open house record.

The Open House will be conducted in English. Spanish-speaking project representatives will be available at the Open House. Persons interested in attending the meeting who have special communication or accommodation needs, or need for an interpreter, are encouraged to contact Lena Camarillo at (210) 349-3273 or lcamarillo@pozcam.com. Requests should be made at least five days prior to the Open House. Every reasonable effort will be made to accommodate these needs.

If you have any general questions or concerns regarding the proposed projects or the Open House, please contact Richard De La Cruz at (210) 615-6434 or Richard.DeLaCruz@txdot.gov.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
