Disaster declaration opens FEMA assistance process for residents
With the Presidential disaster declaration issued for 77 counties in Texas, residents and businesses that sustained uninsured losses (including water damage) due to the winter storm can now begin the process to apply for individual assistance. Assistance may include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.
There is a four-step process to begin the application for assistance and registration is available online:
- Take a photo of your damaged home and belongings
- Make a list of damaged or lost items
- If you have insurance, you must first file a claim with your insurance company.
- Apply for assistance at disasterassistance.gov or call 1-800-621-3362 or 1-800-462-7585. You can also download the FEMA app.

Plumbing and electrical repairs
As residents begin the process of repairing pipes and electrical issues within their homes, there are some things folks should keep in mind. Below the City has provided information that can help guide residents through the process.

WATER UTILITIES AND BILLING QUESTIONS
Due to the recent winter weather, residents may have discovered water leaks or pipe breaks on their property. If you discover a leak or break on your property you will need to file a claim with your homeowner's insurance and contact a plumber. If you live in an apartment complex you should reach out to your complex management.
- I left my water running to prevent pipes from freezing? How will this affect my water bill and sewer averaging?
- The City is currently reviewing options and tools available for any possible bill adjustments for this week. We are comparing usages to see if the impact was noticeable and will take steps to prevent large bills as a result of citizens trying to protect their homes.
- The City is looking into solutions to address sewer averaging and remove any increase caused by running water to protect pipes.
- I couldn’t make a payment this week due to the icy roads and blackouts. Will I be charged a late fee or have my water turned off?
- No. Any delays in payments caused by the weather and blackouts will NOT result in any late fees or having their water turned off.
- Do I need to boil my water?
- No. The City of Schertz has its own water source separate from San Antonio, New Braunfels, and Cibolo. As such, those that receive water from the City of Schertz and receive a Schertz water bill DO NOT need to boil water.
- My water pressure is low, when will that be fixed?
- Water pressure may have been low due to the rolling blackouts affecting the water pumps. At this time our water system is not experiencing low water pressure. If you are still experiencing low pressure in your home, check your property for possible leaks and call a plumber.
- I don’t have any water in my home. When will services be restored?
- There should be no water outages in the City of Schertz. If you are without water, you will need to identify if the issue is on your property by checking your water meter. Please see the graphic for how to read your meter.
